Project No. 7269-00-72 General Notice
The Town of Holland (Owner) is requesting Bids for the construction of the following Project:
T Holland, Holland Bluff Trail (Bluffview Ct to Sylvester Rd) Project No. 7269-00-72
Bids for the construction of the Project will be received at the Town of Holland Town Hall located at
W7937 County Road MH, Holmen, WI 54636 until April 29, 2026 at 1:00 PM local time. At that time the
Bids will be publicly opened and read.
The Project includes the following Work:
Traffic control, excavation, grading, base aggregate dense, culvert pipes, asphaltic surface, and all
incidental items necessary to complete the work as shown on the plans and included in the contract
documents manual and technical specifications.
Bids are requested for the following Contract:
T Holland, Holland Bluff Trail (Bluffview Ct to Sylvester Rd), Project No. 7269-00-72
The Project has a substantial completion date of October 30, 2026, and will be completed and ready for
final payment on or before November 15, 2026.
Obtaining the Bidding Documents
The Issuing Office for the Bidding Documents is the Design Engineer: Origin Design Co., 137 Main Street,
Suite 100, Dubuque, Iowa.
Complete sets of the Bidding Documents may be obtained at no cost from Rapids Reproductions (Tri-State
Blueprint) at 696 Central Avenue, Dubuque, IA or at https://origindesign.com (click on the “Bids” tab).
Bidding Documents are made available for the sole purpose of obtaining Bids for completion of the Project
and permission to download or distribution of the Bidding Documents does not confer a license or grant
permission or authorization for any other use. Authorization to download documents, or other
distribution, includes the right for plan holders to print documents solely for their use, and the use of their
prospective Subcontractors and Suppliers, provided the plan holder pays all costs associated with printing
or reproduction. Printed documents may not be re-sold under any circumstances.
No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of
the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute
and file the proper contract and bond within 15 days after the award of the contract. The certified
check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days
the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as
liquidated damages.
No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
The Owner reserves the right to waive any informalities or to reject any or all bids.
Wage Rates
Minimum salaries and fringes to be paid on the Project shall be in accordance with the prevailing wage
rate determination established by the State of Wisconsin Department of Workforce Development.
Attention of bidders is called to the requirements that not less than the minimum salaries and fringes
set forth in the Contract Documents must be paid on this Project, and that the Contractor must ensure
that employees and applications for employment are not discriminated against because of their race,
color, religion, sex, national origin, or other protected class.
Federal Wage Rates also apply to this project.
Prime Contractor Participation
Prime contract participation – perform at least 30 percent of the original contract amount with the
contractor’s own organization. The contractor’s own organization is defined as workers the contractor
employs and pays directly as well as equipment the contractor owns or rents, either with or without
operators.
Pre-bid Conference
A pre-bid conference will not be held for this Project.
